I was honored and humbled to visit with Vice Admiral Alberto Carlos, Commander of the Philippines' Western Command, in Puerto Princesa last Friday. We discussed how to leverage emerging technologies to help improve maritime domain awareness and illuminate gray-zone activities in the West Philippine Sea.

VADM Carlos and his staff were knowledgable, professional, committed to excellence, and very gracious hosts. 

Self-conscious editor's note: I had come prepared with casual footware to help him continue the WESCOM tradition of invited guests helping to plant new trees, but it turns out the new, streamlined procedure does not involve getting one's feet dirty.

Ray Powell

Ray is the Director of SeaLight and Project Lead for Project Myoushu at Stanford University's Gordian Knot Center for National Security Innovation. He's a 35-year veteran of the U.S. Air Force and was a 2021 Fellow at Stanford's Distinguished Careers Institute.
